CALL FOR EXPRESSION OF INTEREST TO HOST THE 10th ASIA PACIFIC CONFERENCE ON REPRODUCTIVE AND SEXUAL HEALTH AND RIGHTS (APCRSHR) IN 2019
The International Steering Committee (ISC) of the 9th Asia Pacific Conference on Reproductive and Sexual Health and Rights (APCRSHR) seeks for interested NGOs to host the 10th APCRSHR in 2019.
The APCRSHR aims to gather CSOs, academe, health practitioners, government, policy makers, private sector, women’s groups and community-based organizations to share information good practices in sexual and reproductive health and rights; elicit new paradigms, innovative ideas and strategies that would meaningfully address emerging SRHR issues, challenges within the context of Sustainable Development Goals and foster networking and partnership among diverse stakeholders in the Asia-Pacific Region.
Since 2001, the conference, which has been held every two years, has attracted a significant number of participants from Asia-Pacific Region to learn from each other and from the host areas. The conference has been a learning opportunity to showcase good practices and to explore partnerships and networking.
The NGO-led conference has been held in the following countries and hosted by different NGOs:

2014 Manila, Philippines - PNGOC
2016 Nay Pyi Taw, Myanmar – Myanmar Maternal and Child Welfare Association
2017 Ha Long Bay, Vietnam – Vietnam Public Health Association (November 27-30, 2017)
Traditionally, the conference is held for 4 days: The first day is for the International Youth Conference and the next three days is for the Main Conference. The conference has attracted 1,500 to 2,500 participants.
II. Invitation to bid
The ISC welcomes proposals to host the 10th APCRSHR preferably in other countries not mentioned above. As in past, the conference should reflect the priorities and concerns of sexual reproductive health and rights in Asia Pacific.
Submitting the proposal
The proposal must be submitted by a non-government organization with the reputable presence in the country that is supported by Ministry of Health and key partners within the country for which the submission is being made. The proponent must include a cover letter agreeing to undertake the responsibilities of the host organization, including a commitment to raise funds for the conference.
Closing date of the submission of the electronic copy of the proposal is
5:00 PM Friday, September 26, 2017 (EST)
A format for the proposal is not specified but it should include the following information, although some of the information may be provisional or limited.
III. Evaluation criteria
The proposal must respond to the following criteria:
1. About the proponent
Name of the proponent, contact person, position, office address, email and telephone nos.
Strength and track record in organizing, managing and hosting local/ international conference or seminars
Host team to coordinate and manage conference activities before, during and after the conference
Track record in managing reproductive health programs and /or research
Evidence of financial viability of the proponent and key partners and potential sponsors
Cooperating local partner NGOs, professional associations, government agencies and their track records agree to collaborate and/or sponsor the conference
How to engage local and international participants, organizations and scholars to learn more about the trends and emerging issues on sexual and reproductive health and rights
Ability to raise funds and identify local and international financial assistance committed or to be tapped
Has the support of country government especially the Ministry of Health
How to balance between science, educational, training and practice in reproductive and sexual health and rights
Plan to publicize and organize the conference
Conference dates should consider other international and local events to avoid conflict
2. Conference location/venue
Be in a major Asia Pacific major city at a time when the weather is congenial
Easily accessible and affordable to participants from both within and outside of the host country through air, train, bus or car
Convenient access to dining and attractions
Assured security and safety to participants
Proposed conference venue for plenary sessions could accommodate 1.500-2,500 participants
Proposed venue has more than 10 rooms to accommodate 80 – 100 participants for parallel sessions and other conference related activities
Proposed venue has space for posters, exhibition booths, and spaces for networking
IV. Other information
Below is useful information to guide the proponents
As in past conferences, there will be a theme to be discussed and agreed by the International Steering Committee (ISC) to be organized by the host. The ISC is composed of about 10 to 15 members coming from various countries in the region. The ISC suggests and approves the conference theme and the Scientific Program
The ISC will meet at least 5 times prior to the conference proper
A National Steering Committee, composed of persons from different organizations will be formed by the host to assist in planning the conference
The conference duration is 4 days. Day 0 is for the International Youth Conference. Days 1 to 3 are for the main or conference proper
A local organizing committee will be formed to assist the host in planning and organizing activities
All costs for the conference are the responsibility of the host. Normally, the estimated costs to organize the conference is US$ 1.5 to 2 Million
Conference registration fees should be affordable to both international and local participants
Preparation activities start two years before the intended dates of the conference
V. Submission of proposal
Deadline for proposal submission is at 5:00 PM (Eastern Time) Friday, September 26th, 2017
The formal Expression of Interest must be signed by the proposed local host. Please attach all relevant information following the above information requirements.

The proposal will be reviewed by a Selection Committee and approved by the ISC. The selected host will be invited to the ISC meeting on November 23, 2017, and will be introduced on the last day of the 9th APCRSHR on November 27, 2017, in Ha Long Bay, Vietnam.
